Websites created in Publisher 2003/2007/2010 websites are left align by design.

One thing that we need to keep in mind is that this setting needs to be done out of Publisher. So this is not a feature of Publisher. These changes need to be done on all the web pages that you want to center align and every time you publishes the website. For Publisher 2007 / 2003 we can make a website center align by:
1. Open html file(index.html for example) in notepad or WordPad
2. Find </head>
3. Replace it as follows
</head><table border="0" cellpadding="0" cellspacing="2"
Be sure that you edit the </head> line and NOT the <head> line
If you are using a page width different than 760 pixels then change that number in the above line
